「〜は」は主題を表します。「自転車は」ということは「自転車」が主語になります。
なるべく短く表示する必要から、このような表現にしているのでしょう。
でも、これだと「自転車」が意思をもったもので、
「自転車くん！降りてください！」
というような意味になってしまいますね。笑
"-Wa" represents the subject. "Bicycle is" means "bicycle" can be the subject.
This is probably because it needs to be displayed as short as possible.
However, in this case, "bicycle" may have the intention, and it means something like "Mr. Bicycle! Please get off!" x)
